Using both the photo, above, the "TerraServer" satellite picture, and the equipment list for Eufaula AFS, here is what I conclude:
The aerial view is looking to the north; the time of day must have been mid afternoon.
Installation of the AN/FPS-24 radar appears to have been recent, judging by all the construction materials lying around and the amount of bare earth. If so, that would make the year either 1959 or possibly early 1960, as 1959 was the year the AN/FPS-24 test model was installed at Eufaula AFS, according to "Searching the Skies." The photo itself, in the lower right corner, has the ID number "S60-5677"; the "60" part might (?) designate the year (?). Or not.

Here is what I remember looking at the overhead photo.
From the 24 tower:
1 o`clock was the 90 tower-- Rick
3 o`clock was the radar building
8 o`clock (across the main road) was the 26 tower
9 o`clock was the ops building
then motor pool, Power plant, Airmen Dorm, Dining Hall-Bx-Club, CE, HQ. I believe there was another dorm next to the Airmen dorm (not in photo). Also BOQ/NCO Dorm across from Airmen dorm (not in photo).
