Notes from a search of the National Archives.
Port Isabel AFS TX - Our theory held that the radar site was on the cantonment area of the former Laguna Madre Field, in an area now held by INS. I found a "US Navy Condition Survey of Former Naval Auxiliary Air Station at Port Isabel, Texas reflecting conditions as of July 1961." While the document does not mention the USAF, one of the buildings is described as "Building #39, AC-W Operations Building." A Navy layout plan of "Naval Auxiliary Air Station, Port Isabel, Texas" dated 31 Dec 59 and updated through 6 Aug 62, shows that building 39 is next to an area designated "U.S. Air Force."
Port Isabel Housing Annex TX - I think you found this one while surfing the area on TerraServer, Tom? Well, in the disposal documents there are some references to it being Navy housing, but correspondence between GSA and USAF (Harlingen AFB) indicates the housing area was transferred to INS from the USAF.
